Frank Harley joined Richmond from Leopold, with whom he played in a premiership team in 1913, and made his league debut in 1915. He would go on to be a key member of the Tigers' great post-world war one combinations, playing well in the 1919 grand final loss to Collingwood and in the premiership teams of 1920 and 1921. Capable of performing to a very high standard in a variety of positions he boasted great stamina, immense determination and was blessed with a touch of class. A Victorian interstate representative on three occasions his Richmond career comprised 114 VFL games between 1915 and 1917 and from 1919 to 1925.
After leaving the Tigers Harley played, mainly as a full forward, with Prahran in the VFA. In three seasons (1926-27, 1929) with the Two Blues he played 39 games and kicked 160 goals, including club list topping tallies of 72 in 1926 and 74 in 1927.
